We are currently recruiting two Arboricultural Officers to join our Tree Service.

Arboricultural Officers are the Council’s specialists in all matters relating to trees. This includes arboricultural management and processes; dealing with enquiries; and resolving public complaints concerning the Council’s tree stock. The successful candidate will be expected to oversee and implement tree management covering approximately half the County in partnership with colleagues whilst ensuring a holistic approach to tree management across the County. The role requires the candidate to deliver the tree in accordance with current best practice, legislation and the Council’s tree policy.

The post will report directly to the Principal Officer Quality Assurance (North or South) but will benefit from a centrally-based professional lead (Principal Officer – Arboriculture) who will provide guidance and support of all other facets of the arboriculture workflows including legal, policy and financial aspects. The Principal Officer – Arboriculture will work closely with the Arboricultural Officers to design and deliver tree survey protocols and programmes to meet and develop a pro-active approach to tree management by implementing a cyclical inspection regime.

Key work areas and duties:
• Provide decisions on tree management and respond to enquiries relating to the Council’s Highway tree assets. Including public enquiries and advice requests from internal and external stakeholders.
• To deliver Risk Management methodology and assessments by working with Officers (Arboriculture) to implement structured programmes of tree inspections, condition assessments and a proactive management strategy.
• Monitor arboricultural works including tree planting and prepare, tender and monitor works performed within the framework contract and works undertaken outside of the framework but that relate to Oxfordshire County Council highway trees.
• To achieve and maintain quality standards in accordance with current best practice relating to tree management operations.
• Organise and undertake the surveying of all trees on the Highway network by maintaining accurate records of tree surveys through use of tree management software and other relevant software applications as deemed necessary.
• Deliver driven surveys of the highway network on an annual basis.
• Investigate and report on tree-related insurance claims including alleged subsidence and alleged direct damage by liaising with legal services and other bodies as appropriate.
• Oversee and evaluate utility works carried out on the Highway that may impact on trees, including evaluation of method statements.
• Develop, maintain and update website information promoting guidance to residents.
• Respond to Freedom of Information requests relating to County maintained tree stock.

Special Requirements
A Driving license is required and access to a vehicle is preferred but we will consider applications from non-drivers who can demonstrate their ability to travel to remote parts of the County by other travel methods.
